Youtube Partnership Program won't be coming to Pakistan soon because of many reasons which YouTube will never tell you. Some of the reasons that I know are:
1) Our copyright laws are very flawed. For in depth look search "Pakistan copyright law" on a search engine.
2) YouTube has to sort many legal issues (if there are any).
At least there are other ways you can earn money online in Pakistan, which are. You can make a website, but it has to be a decent one, that means you have to have a good amount of content in it and it should have a proper domain like, www.youtube.com not a sub domain. Another great way which most people prefer is blogging. You can make free blogs on websites like blogger.com (which is also the most popular) and many others.
For now we can only hope that YouTube could expand its partnership program to Pakistan, but till then, I suggest you should try out blogging.
